a) RZ13-01/VC13-01, Northeast corner of Bethany Bend and Cogburn Roads,
Arrowhead Real Estate Partners, LLC
To rezone from AG-1 (Agricultural) to O-I (Office-Institutional) to develop a
95 unit, 2 story, assisted living facility on approximately 4.733 acres. A
concurrent variance is also requested to delete the 75 foot buffer and 10 foot
improvement setback along the east property line. (Section 64-1091 (b))
The building has been revised to 2 stories, 95 units.
The buffers along back have been increased.
Board Concerns:
(a) Traffic impact from a design standpoint. This will be a non peak hour
operation. The building this close to the street will limit the city’s ability
to widen the road. The applicant stated that they are giving row and
adding a turn lane almost the entire length of the property.
(b) Light pollution. Hope they can use more ambient type lighting.
Public comments/concerns:
(a) Why no building plans?
(b) How will they address the power line easement running through the
property?
(c) Service entry noise; noise from the high school
(d) Increased traffic will be a concern
(e) Does the detention pond have the required buffer?
(f) Concerned with the consistency of the lifestyle for the area; once you
leave Publix, the area gets more rural.
(g) This lot should be 1 acre, single family homes, per the comp plan.
(h) We do not want commercial in this area.
(i) Concerned with the extension of sewer.
(j) Not in keeping with what we wanted for the area.

Review of Park Options
Comments:
Have you thought of some sort of accommodation for dogs?
Add some sort of ‘City of Milton’ signage
A passive area may be more useful, as opposed to a loop
The Board, in general, favors Plan B
Great step for our City to know that pocket parks are important.
