HomeMy WebLinkAboutMinutes - DRB - 11-05-2013 DESIGN REVIEW BOARD ACTION REPORT NOVEMBER 5, 2013 WORK SESSION 5:30/PUBLIC HEARING 6:00pm COUNCIL CHAMBERS 1) Call to order and Pledge 2) Introduction of Board Members Members present: Steven Check, Laura Wysong, Marty Littleton, Tim Bryan, Richie Johnson 3) Approval of October action minutes Motion to approve: Richie Johnson 2nd: Tim Bryan Vote: 5-0, Motion approved. 4) Demolition reviews  13170 Hopewell Road, Joel Lusk o Motion to approve: Tim Bryan o 2nd: Marty Littleton o Vote: 5-0, Motion approved. 5) Final reviews a) Children’s Learning Adventure, Cogburn and Webb Roads, Korey Gaddy  Building revisions o Motion to approve with conditions: Conditions: 1. Per Option 1 rendering (without columns). 2. Staff to approve stone color. o 2nd: Marty Littleton o Vote: 5-0, Motion approved.  Staff notes that a variance is required for the height of the building. b) Deerfield Green, Units 292-306,284-288,276-280, 633 Greencrest Lane, Chris Recker  Townhomes o Motion to approve with conditions: Laura Wysong Conditions: 1) Use architectural shingles. 2) All roofs shall be the same color. 3) Per submitted renderings. o 2nd: Steve Check o Vote: 5-0, Motion passed 6) Courtesy reviews a) RZ13-017, 13980 Freemanville Road, Triple Crown, Phase 5, Fuqua and Associates  To rezone from AG-1 (Agricultural) to CUP (Community Unit Plan) to develop 9 single family residences on 16.98 acres. o Applicant was not present. Deferred until next meeting. b) RZ13-16/VC13-06, Bethany Bend & Cogburn Road; Arrowhead Real Estate Partners, LLC  To rezone from AG-1 (Agricultural) to NUP (Neighborhood Unit Plan) to develop a total of 28 single family residences on 9.09 acres. The applicant is also requesting a concurrent variance to reduce the interior building separation from 14 feet to 10 feet for the entire development (Sec 64-921(k)). o Concerned about the density of the development. o Supports sidewalk along Bethany Bend. o Porches should be a minimum of 8’ wide. o The reality is that the subdivision will not only cater to empty nesters; there will be families with kids. o Applicant is requested to share the project at the Highway 9 meeting (Nov 6, 2013) 7) Other business a) Follow up from last month  Crabapple Crossroads Trailer – Staff and City Arborist met with applicant to review required landscape screening per Boards direction. Mark Law has copy of approved plan.  St. Francis high school – relocated structures further away from property lines. b) Approval of new DRB submittal application o Motion to approve: Marty Littleton o 2nd: Laura Wysong o Vote: 5-0, Motion approved. 8) Adjournment
